The Agra Development Agency (ADA) is reportedly hoping to "enhance the visitor experience" by surrounding the mausoleum with new attractions.
Officials are said to believe that a new Agra Eye, resembling London's own giant wheel, could encourage more tourist spending.
The proposals have met with criticism from a number of cultural experts.
OP Jain, of the Indian National Trust for Art and Cultural Heritage, described the potential alterations as "insensitive" and said: "The people who come to see the Taj are not the kind of people who like to go by ropeway or see it in front of a Ferris wheel."
Last summer saw the ADA introduce eco-friendly golf carts to the site.
The carts are said to hold up to 15 people and can travel up to 60 km when charged.
