Director general at ACI Europe Olivier Jankovec said that many airports in Europe had not increased passenger-fees at all.
Those who have, he added, had "little choice" but to do so as airlines demand greater investment in facilities.
"In many ways, airports keep subsidising airlines by allowing them to use the infrastructure at a fraction of the costs involved", he said.
Mr Jankovec's comments follow a statement released by the Association of European Airlines which says that European airports are increasing fees to compensate for low traffic levels.
The association says that Frankfurt Airport is planning a fee-increase of 8.4 per cent next January to fund future expansion, following a further 4.6 per cent increase for "central infrastructure".
