Backpacker travel insurance may be among those who find that their choices about flying have become more limited as more traditional airlines compete with budget firms.
According to consumer body the Air Transport Users Council, consumer choice in air travel is being "restricted".
The council suggests that a lack of options is the primary reason behind British Airways' (BA) fall in passenger numbers.
James Fremantle, industry affairs manager for the body, said that "consumer choice is being restricted, particularly in the European market" as BA competes with lower-priced operators on areas such as baggage charging.
Budget airlines have seen their numbers increase over recent months, with easyJet reporting a 5.3 per cent increase in passengers last month compared to September 2008.
Explaining the difference in numbers, Mr Fremantle said: "Our view from most passengers is that their motivation is price and, second after that, which airport they'll fly from."
